Flaming Equipment

Ok im still a little confused on flaming equipment and the effect. From what im told each item that is flaming adds +10% effectivness to your spells. Is this true? Could someone explain how the flaming works? Are certain spells effected by it? I noticed some spells are fixed for damage via level (cause critical) and some are random (flamestrike).
Do we make our own fate? Or Can we cut the chains that bind us?

Flaming eq raises the max damage by 10% but it doesn't constantly deal this damage.
