I'm fairly sure that it's not really... resisted... it's that how armor gets damaged is a function of the armor's level vs. the amount of damage done. As your armor becomes higher level, it requires more and more damage (from a single blow) to permanently damage it. I smash armor with every hit, no matter what level it is, but I do a ridiculous amount of damage with every hit. The short version is: mobs near your level, after a certain point, won't ever smash your armor, unless you're using armor that's a much lower level than you are.
that's why if you look at people using "levelling eq", they get it smashed constantly and have to replace it all the time. level 4 smurfette's necklaces don't hold up well against level 30+ mobs
